Two different Duchy wanted to claim this valuable county, but rather than go to war, agreed to leaving it independent of both- for now. There was a lottery to see who ruled the Duchy, but it was not just Balor and Aesin in the running. They had other contenders which your characters didn't have named, but very likely a few Seelie houses as well (Just because Concordia leans that way as a whole). The Beaumayn Baron has apparently been there longer than many , perhaps even pre troubles, but did not have the title nor interest to press a claim himself. Now he might have favored an Aesin over a balor and with good reason
