Well, funny thing is if you look at House Dougal's history, and how they actually left nockers in charge of the House to a large degree when they left, it makes more sense for Dougal sidhe to have infusion.

The Birthright claims that only nockers can create chimera, though. I don't know how Infusion works, but if it just hardens what's already there, does that contradict? I mean, if Nockers make them, anyone can Infuse them?

I don't think it says anywhere. That's why I figured I would ask. It basically just gives you a reduced difficulty if trying risky or difficult driving maneuvers. I figured a motorcyclist in New York would need it. 🙂

When I searched online, there were varying and sometimes conflicting opinions about whether you can buy Merits. Most people used it in terms of Backgrounds, but something Rae said once stuck with me -- she might have a character whose Merits say she is an awesome artist, or a crack shot, but if she never picks up a paintbrush or gun, how will she know? So it's plausible right -now- for me to buy it, I figure, since he's just learned and is now driving in NY for the first time.

At our table, if it was plausible and the player had the points. They would talk with the GM and discuss it. I mean for Changling there is a chance you might play a very young character and like Rae said..things might not show up until later. So I don't see why not.
