A traditional parole, sort of thing; for them, the war is over. They can go back to their people but can never again raise weapon, hand, or voice against the western Fae save in self-defense. And for her part, Jess will promise that her people will leave the Oathtakers in peace, if they keep their oath in turn. She's not asking these Nunnehi to leave the peninsula or their people, or requiring they convince their people to cease war. That's too outside their abilities.
