Jessica doesn't have to be at the town council, but she goes anyway. She's given a seat somewhat out of the limelight, where she won't be noticed. This is about the common folk, not her

And Diego has advised her to less seen and heard in these early days of them, "Listen to them, watch them, but just as a witness. They'll come to you formally if they feel they should"

Say this about Jessica, even if she has a title... .she -can- and does listen to her advisors. So she sits quietly, ears open.

"And that's why I think a Dreamer Phone Tree would work" One boggan explains as she shows very efficient charts (With lovely little doodles on the side) "So we can keep an eye open for ravaging, but also encourage those who are best able to muse them to know about proper candidates. I have no musical talents, others here might, so they'd be better sent to that potential dreamer"

She doesn't nod.... doesn't want to be seen as endorsing one idea or another, but it -does- sound good.

It turns out it's the unseelie who dislike this idea, "Sounds like a good way to get tracked to me. Or shut us out. What i need permission when I see a singer to muse them from some sort of HOme owners association?" A scraggly satyr says

That -is- an issue. Jess thinks -I- think I would be fair, but what about the next person to manage it? Ellie, or otherwise?

A lively debate from various sides commences, and yes, there are some court lines ,and some kith lines. Boggans are an organized kith, Satyrs? Not so much. The Commoner trolls seem to be quiet, and slow to form opinions

Jess counts herself among those trolls, title aside.

Luis is in the crowd, but as he is not sained yet, he seems to have to merely observe himself. Soon enough though

The pooka... well, the pooka take one side, then another, then mock ideas... sometimes this last is useful to make folks plug leaks or improve it, most of the time it makes folks want to throttle the fuzzy kith.

"I say we pee on the phone tree, helps the charge" A dog pooka grins

Some sighs, and they what until some else can talk. Finally, an older female troll straightens "If I may, perhaps we should try it for a year, put in failsafes, we shouldn't let perfect be the enemy of good. It should be voluntary, of course and transparent. The head of the phone tree should change. Perhaps volunteers put their name in, but we pick by lots every 3 months? If it holds, it might be worth keeping, if it falls... so be it"

It hammers out to something like that after 15 more minutes

Happily, someone else is keeping notes; that way, again, Jess can't be seen
as favoring any idea over the others.

Another argument is about redcaps encouraging youth to form a street gang. The redcaps say they're just teaching the mortals, some of them violent dreamers, how to survive. Others protest THEIR businesses and family are threatened by the gang

And a voice speaks up, one she knows "If those kids come in my shop, I'll warn them. Once." It's Duff, he stands up, "Now. If I end up having to shoot some kids who were 'inspired' to act like that enough times... I'm going to find the ones putting ideas in their heads, and go as far as the right of Life will allow, and you'd be surprised what you can live through"

Jessica -just- manages to avoid a frown or other expression. Threats? Not what this event is for, Duff.

The redcaps glower, they understand threats, if any kith does, but it does make some non redcaps uncomfortable "We'll now let's just.. direct them away from some places" One Nocker says "Tiajuana has enough furking violence"

The threat DID seem to make the redcaps willing to..compromise

Jess manages to maintain outward neutrality.

Some of the events are so minor that Jessica is almost surprised. Announcements for birthdays, or wedding anniversaries. It would appear town hall, being less official for some, means folks are bolder about the little things. She herself had never discouaraged this, but it is worth noting that yes, folks are more at ease mentioning them in non court

She files this away, keeping her neutral expression but feeling guilty for not realizing any of this sooner.

Then finally, that clurichaun comes up and mentions his idea of a Tequila factory, fae community owned

Jess listens, curious at how the idea will be recieved.

There are not many Clurichaun in the area, but satyrs tend to be pro booze and not every satyr puts wine first. Boggans seem torn ...

and comically , perhaps, some of the female grumps seem to almost relish the role of pearl clutchers worried about the evil of alchohal, even though Jessica is sure she's seen more than a few slip a 'nip' in their coffee

They are all still changelings, of course, and that means whimsy must intrude

It does her good to note this.

The problem seems to be funding

these are a poor people, atl east many are.. and even collectively they're having concerns, justifiable, about committing so much

Jessica knows full well that not -all- the Fae of Tijuana are in the same situation. Indeed, she herself has to be frugal with mortal funds... but not everyone does.

True, but many of the more affluent don't live in this area ... Nancy could help but she's not here. Duff? He has connections and yes some wealth tucked away perhaps, but it wouldn't be enough. Still, if he'd chip in, it would help the others over the lump

Diego gets some looks at him

Diego says "Hey now, I like Wine"

Jess carefully says nothing, although she has ideas.

"But Diego, you have money from the soap opera too. We could pay you back, buy you out with the profits" One woman suggests

Diego rubs at his horns then looks to Jessica

She looks back, stoically.

A sigh

Then Diego says "I'm afraid the telenovela is only a moderate success. And my wine dealings are the product of love, not profit."

"HOWEVER," He says "I will chip in 15% of what's required. Which I do not think is unreasonable. We can't get others to risk, then it's not that popular an idea anyway. "

Privately, Jess agrees.

Duff throws in some money "I'll go five percent" A nod of respect to Diego

Not a lot percentage wise, but with one quarter of the cost being chipped in, others join in to 'buy a share' so to speak
