I can't speak for D (The Man of Many NPCs) but my understanding is that no Fae can live entirely and solely in a Freehold; too much Glamour. Sidhe do a little better at it than common Kiths.

Rumor would have it that August more or less insisted Coradel and he get a place outside the Freehold for exactly that reason; avoid Bedlam.

And Leonora's 'illness' could be whispered to have been Bedlam, and hence her staying with them at the house for a week or so, but nothing confirmed.
