I'm hoping that C20 brings in more shades of gray to seelie and unseelie. The legacies don't leave much to the imagination. Another ST I knew would let players (with justification) use Unseelie Legacies as Seelie, and vice versa. But I think it could use some overhauling.

It does seem to emphasize evil over amoral.

Jude encased them in prisons of mirror and glass trapped in the Dreaming...but unable to get out. they screamed as they got all the glamour they ever wanted! And then when their 'time' w was up he let them out.

Amoral can seem evil to human standards, though. Stealing, hurting, selfishness. It's all in the intent. Fiend is arguably evil over selfish.

House-rule a more reasonable ban. Maybe it's really -hard- for her to keep secrets. I mean, all of the bans can be circumvented with WP rolls, so maybe it's not that unreasonable. Or tweak it.
