ST Note: Ice isn't aware of this, but it won't always listen to him, either. If he tells it to do something TOO immoral -- slaughter a village of innocents, eat other party members -- it will override him. It won't commit torture. If he or Zara (or other party members) are doing something patently suicidal (Tanner charges a platoon by herself against hopeless odds), it will take control and revert to rescue. It will self-sacrifice if necessary.
Consider the creator; a parent with Saint Legacy currently predominating, so the Phantom has a basic idea of what Jer's present morality would and wouldn't allow, and has a bit of his protectiveness to the 'kids' built in. However, the Chimera has intelligence and WP to decide a different course on its own. So, what that means is, at any point, you (ST) can seize the reins and use the chimera if it's deemed necessary to protect the party, or to countermand overtly immoral orders. It will use its autonomy sparingly, because once it does this, it KNOWS it will have tipped its hand.
