Ahead of them... Frank notices a car swerving

He slows, downshifting carefully.

Good idea to slow. This guy is eratic.. and it's not the wet making him so.

And starts to angle into another car

Frank slows even more, and anyone watching him will be, perhaps, impressed that he can watch the accident happening in front of him, the traffic around him, anticipate the traffic he can't see, and control his Rig all at the same time.

Slower and slower, quickly to just a crawl; this will back up traffic behind him, but..... he pops the 4way hazard lights on.

And two cars go into the ditch. As is often the case, the driver not to blame, or at least his car, takes it worse
