2nd ed:

• Forge Chimera — Nockers can create simple, nonliving chimera. If an artisan has basic working knowledge of how a device operates, she can conceive of how to build a better version. In general, her creation cannot involve electricity, magnetism or chemical reactions, though Storytellers can feel tree to allow nocker characters to break this rule for extremely creative devices.

To create chimera, the nocker needs raw chimerical material and a forge or machine shop of some kind. The creative process is represented by extended rolls of Intelligence + Crafts. The difficulty and number of successes depends on the size and complexity of the project. With five successes at a difficulty of 5 a nocker can create simple items (doors, baseball bats); 10 or more successes at a difficulty of 9 can result in large or highly complex items

Make It Work — Nockers are masters of whipping up items on demand with little more than random materials, some Glamour, and a highly cinematic and honestly self-serving appreciation of “science.” A nocker can improvise all manner of temporary, but useful, chimerical items from apparently improbable materials, such as creating a crude firearm with little more than a light bulb, a water pistol, and a handful of nails. Such items require an Intelligence + Crafts roll, with a variable difficulty, and cost between one and three points of Glamour depending on the materials available as well as the complexity of the item.

So, int + crafts seems to be the consensus

I could see Alchemy in some siturations, but this seems fairly tactile and more 'crafts'

Diff 6 if she spends an hour, diff 4 if she spends the entire afternoon, diff 8 if she tries to whip something up spur of the moment.

And since they're in her workshop, no need to spend glamour, she has lots of dross

I guess maybe they wanted to gear them towards being like Dwarves of old, building complex things like siege towers and medieval things nad steampunk, but not modern "possibly banal" new stuff

See, iirc, fubars are an electricity proxy, and alchemy is so they can use chemical reactions and.. just... screw canon, Mad Science

that said, if someone wants to play an old school nocker that just uses gears and twisted wire, go for it
