I agree in general with the use of mortal divides being lazy but would stipulate that in some circumstances it makes sense. Cities are population centers, art is created there, mortals make Glamour. Ok. Cities.
In the east especially, natural bounderies often created the political divisions. That could be legit for Fae.
I think Nunnehi bounderies could have been adopted by Western Fae and would have followed those natural bounderies.
I also think that recent political and cultural developments knock everything into a cocked hat.

I'm not so sure Changelings are as urban as say vampires. Sure, more people more dreamers but also more banality so it evens out. That's why some urban sprawls end up being where Liams tough it out. That said I can respect the idea that cities, as centers of power, resonate with some nobles more. And yes, they want access to more dreamers even at risk perhaps. But a lot of holds are rural or even wild if I read the books right

I think both C20 & CtD specifically allow for natural wonders like groves and even standing stone and such to be wells of Glamour, absolutely.

I think the natural bounderies + Nunnehi bounderies would coincide with that..
