Yeah, Grandeur is higher, but it's arguably not the strongest... it COULD be but it depends on what you need. Dictum can give a specific command. Grandeur overwhelms and prevents them from taking any action.

So, in this case EITHER would have had the same result Coradel seemed to be looking for
