Needs of the story, and sometimes the personality of the greater lords. A few being more social will take all the glory from their barons etc. Others are happy to keep it local so they don't have folks stomping through the Ducal Palace

Dance contest, baking/cooking, joust... what other events are going on in the background (or foreground?)

The Joust is always the BIG event.

Of course, the player characterss set what matters to a large degree. Kerri is a Hearth, so for RV, the baking is important.. but if one were 'nameless NPC'you'd grab some food and go see the Joust while you munched and later clap politely at the blue ribbon winner for snitzel or whatever

Yes. And if your PC is more martial oriented, then the combat would play a larger role, and so on.
