Cliff notes on Fenix: Unseelie REfugees from Summerstrike's barony, he's banishing all wilders and grumps unseelie. Jessica takes them in. She learns that the Unseellie childlings are being 'civilized' in small camps and mandatory schools, she sends spies to gather evidence of abuse. Duff takes on the job of smuggling the kids out. He does so, but at the cost of being seen and labeled a criminal. Summerstrike sends snooty messanger to Fenix to inform her they WILL be sending patrols in to help maintain order. She tells them to kiss off. ... or at least send better messenger. Meanwhile, Countess has not yet shown up. However, old writings are found that Fenix maybe the 'senior hold' in the area and that might give authority in a 'first among equals' thing.
