I am curious. this 'flooding problem' how does Thea think she can stop that?

I have read from those in the area (not substantiated/confirmed) that a lot of the problem is caused by developments uphill of Main St; that developers went in, build homes, met local/county/state/federal code BUT it wasn't enough.

So, she's going to get some nockers on it. What can we put in place now, without detection, to help fix the problem.

And, she might have a job for Rostislav that could be right up his alley in that regard.
