Funnything is, the core book seems to suggest there are some Houseless sidhe, if you choose to read it that way. I think it says something like 'most sidhe' and goes on about houses...which means maybe some aren't? Even saining?

I'd have to double check, and I do wonder if C20 will have details

Maybe the sidhe exiled from Arcadia are there partly because of House wrongs?
